To promote principles and metadata standards to facilitate cooperation and effective use of collected (scientific) information, UNESCO supports the work of the International Centre for the International Standard Serial Number (ISSN), a eight-digit number which identifies periodical publications as such, including electronic serials.

Capacity Building
|
|
|
The Avicenna project, implemented by UNESCO in cooperation with the European Commission, is dedicated to accelerating the adoption and best use of ICT-assisted Open Distance Learning (ODL) in 11 Mediterranean non-EU Member States (MNMS). Demand for ODL in the target Universities and societies already exists. The project aims at establishing adequate local infrastructures and to transfer best practice and professional know-how within target universities.

Towards WSIS Phase 2
|

In addition to UNESCO?s activities aimed at contributing to the implementation of the Action Plan, the Organization is planning to organize a series of "Thematic Meetings" that should identify and present concrete actions in the areas of education, sciences, culture and communication that its governmental and non-governmental constituencies implement, both on the policy and the application levels, to grasp the opportunities for development offered by ICT.
In a three tier approach, these events are planned to be organized firstly on ministerial level with a strong policy focus, secondly on a political/expert level focusing on core themes such as ICT-enhanced learning and freedom of expression, and, thirdly, on a professional level, focusing on themes such as multilingualism, cultural diversity and reaching the marginalized.

The project ?ICTs as tools to improve local governance in Africa, Latin America and the Caribbean? aims to use ICTs as tools for the reinforcement of social cohesion and local democracy in municipalities in Africa, Latin America and the Caribbean region. Building on the successful experiences of the first project phase its main objectives are to provide best practices for introducing ICTs in municipal policies, to prepare training modules promoting the use of ICT tools for improving local governance and to enhance cooperation within and between NGOs of city professionals on the introduction of ICTs .

The International Oceanographic Commission (IOC), in collaboration with 9 Member States in the Central Indian Ocean region, is developing an Ocean Data and Information Network for the Central Indian Ocean region. ODINCINDIO aims at addressing data and information requirements identified by the member states, in particular: (i) Provide assistance with the development of National Oceanographic Data (and Information) Centres (NODCs) and establish their networking in the Central Indian Ocean region; (ii) Provide training opportunities in marine data & information management applying standard formats and methodologies as defined by IODE; (iii) Assist with the development and maintenance of national and regional metadata, information and data holding databases; (iv) Assist with the development and dissemination of marine data and information products responding to the needs of a wide variety of user groups using national and regional networks. ODINCINDIO products and services target a wide range of users including policy makers, resource managers, researchers, educational institutions, NGOs and private companies

The aim of the "UNESCO World Report 'Building Knowledge Societies'" is to strengthen the intellectual, strategic and ethical watch capacities of the international community and of societies. Due to be published in 2005, its the choice of theme indicates UNESCO?s interest in the growing importance of different forms of knowledge in society, and in the emergence ? partly under the effect of the revolution brought about by new ICTs ? of a new paradigm of knowledge-based societies.

This Toolkit should enable scientists in the developing countries to establish and participate in basic Virtual Laboratories. Two types of tools which play an important role are covered: person-to-person (P2P) communication and person-to-equipment (P2E) communication.

The 'OceanPortal resource locator' is a high-level directory of Ocean Data and Information related web sites. Its objective is to provide a one-stop-shop for scientists and other ocean experts to locate such data and information by providing a single point of access to aggregated resources. Users can search the Portal for existing links, submit new links, modify an existing link or report a broken link. When submitting a new link, users can select the Category that best describes the site.

ODINAFRICA products and services target a wide range of users including policy makers, resource managers, researchers, educational institutions, NGOs and private companies.

The objective of OceanTeacher is to provide training tools for Oceanographic Data and Information Exchange. OceanTeacher is a comprehensive training system covering both Ocean Data Management and Marine Information Management modules. OceanTeacher is now used fully during all IODE regional training courses.

BeeBox is an open source application for the development of Community portals. Its architecture allows multiple authors to submit content. The system further allows multiple administrators who can validate submitted content prior to publication. The system uses easy WYSIWYG interfaces for content input.

The timely, free and unrestricted international exchange of oceanographic data is essential for the efficient acquisition, integration and use of ocean observations gathered by the countries of the world for a wide variety of purposes including the prediction of weather and climate, the operational forecasting of the marine environment, the preservation of life, the mitigation of human-induced changes in the marine and coastal environment, as well as for the advancement of scientific understanding that makes this possible. During its twenty-second session (24 June - 4 July 2003) the IOC Assembly adopted Resolution IOC-XXII-6 entitled 'IOC Oceanographic Data Exchange Policy
