UNESCO?s Asia-Pacific Programme of Education for All (APPEAL) has supported member states in systematizing the non-formal education curriculum, training personnel and developing learning materials. Since the late 1990s, APPEAL has also has been promoting the concept of Community Learning Centres for generating grassroots based interest and participation in literacy, basic education and continuing education activities for disadvantaged people.
To respond more effectively to the diverse learning needs among and within member states, this project will take advantage of the power of ICT to contribute to promote EFA and encourage the application of alternative strategies to APPEAL activities. Using the potential of ICT, the project will also explore more effective use and delivery of existing resources and develop new resources to widen access to and improve the relevance and quality of learning.

The high illiteracy, high incidence of poverty and large number of out-of school youth remain a key challenge for education and poverty reduction in Cambodia. This project is based on the premise that the innovative and appropriate use of ICT can help reach those excluded from learning and improve the quality of learning and quality of life for all. Through ICT, disparities in educational access and quality can be reduced, and education systems can enhance the knowledge and skills of their learners and promote creativity, critical thinking, and self-learning, thus facilitating the achievement of the national Education for All goals.

DigiArts is a UNESCO web project promoting interdisciplinary fields of researches, activities related to digital cultural practices. In line with UNESCO?s contribution to implementing the WSIS Plan of Action, it especially aims at promoting training and human resource development in the use of ICTs and supporting cultural diversity and dialogue among cultures within a digital environment.
Young Digital Creators Programme empowers young people to construct, through a collaborative process and creative digital tools, a deeper understanding of each other's cultural values and shared perspectives related to global issues;
Masterclass modules in Art, Design and Technology in the Arab States demonstrates the importance of addressing ICT and digital creativity within existing curricula by strengthening learning opportunities through access to specific regional contents;
DigiArts Africa promotes the sustainability of creative content based on local resources and suited to the geo-cultural context with a firm support to ICT-based work in creative cultural industries.

Created in 2000, the Information for All Programme (IPAP) provides a platform for international policy discussions and guidelines for action on preservation of information and universal access to it, participation of all in the emerging global information society and ethical, legal and societal consequences of ICT developments. Its Intergovernmental Council is composed of representatives of 26 Member States guiding the planning and implementation.

UNESCO's international initiative for Community Multimedia Centres (CMCs) promotes community empowerment and addresses the digital divide by combining community broadcasting with the Internet and related technologies.
The CMC programme offers a global strategy for addressing the digital divide in the poorest communities of the developing world and also among countries in transition. The CMC opens a gateway to active membership of the global knowledge society by making information and communication the basic tools of the poor in improving their own lives.

The International Programme for the Development of Communication (IPDC) promotes free and pluralistic media in developing countries and the countries in transition. Through media development IPDC helps strengthen communicative & analytical skills of the people and their participation in democratic governance. The priority is given to the projects promoting press freedom and media pluralism, development of community media, enhancing professional capacity and building partnerships for media improvements.
