A global strategy for a more efficient use of recycled IT equipment was developed by donor organizations and potential recipients at an international meeting held at UNESCO's Paris Headquarters on 14 and 15 March 2003. This meeting entitled "New Synergies for Recycling Information Technology Equipment" was triggered by a UNESCO working group set up to study the area of transfer of used technology.

UNESCO encourages its Member States to develop strong policies which promote and facilitate language diversity on the Internet, create widely-available online tools and applications (such as terminologies, automatic translators, dictionaries) for content in local languages and encourage the sharing of best practices and information. Initiative B@bel and the "Recommendation on the promotion of multilingualism and universal access to Cyberspace" are both examples of UNESCO?s efforts to promote multilingualism and an equitable, culturally diverse and harmonious Cyberspace.

The "Recommendation concerning the Promotion and Use of Multilingualism and Universal Access to Cyberspace" that was adopted by UNESCO's General Conference at its 32nd session (30 September ? 17 October 2003) proposes measures fostering universal access to digital resources and services, and facilitating the preservation of their cultural and language diversity.

The "UNESCO Charter on the Preservation of the Digital Heritage" that was adopted by UNESCO's General Conference at its 32nd session (30 September ? 17 October 2003), provides a policy framework to take up the challnge that more and more of the world's cultural and educational resources are being produced, distributed and accessed in digital form rather than on paper. Born-digital heritage available on-line, including electronic journals, World Wide Web pages or on-line databases, is now part of the world?s cultural heritage. However, digital information is subject to technical obsolescence and physical decay.

The "UNESCO Position Statement on Internet Governance" was prepared in February 2004 as a contribution to the international discussions on Internet Governance. The Statement stresses that Internet governance mechanisms should be based on the principle of ?openness?, encompassing interoperability, freedom of expression and measures to resist any attempt to censor content.

UNESCO?s action to provide people with the skills and abilities for critical reception, assessment and use of information in their professional and personal lives. UNESCO?s main strategy in the area of Information Literacy consists of awareness-raising about the importance of information literacy at all levels of the education process ? basic education, primary and secondary education, technical and vocational training and lifelong education ? and of establishing guidelines for integrating information literacy issues in curricula.

UNESCO promotes freedom of expression and freedom of the press as a basic human right, through sensitization and monitoring activities and fosters media independence and pluralism as prerequisites and major factors of democratization by providing advisory services on media legislation and sensitizing governments, parliamentarians and other decision-makers.

The timely, free and unrestricted international exchange of oceanographic data is essential for the efficient acquisition, integration and use of ocean observations gathered by the countries of the world for a wide variety of purposes including the prediction of weather and climate, the operational forecasting of the marine environment, the preservation of life, the mitigation of human-induced changes in the marine and coastal environment, as well as for the advancement of scientific understanding that makes this possible. During its twenty-second session (24 June - 4 July 2003) the IOC Assembly adopted Resolution IOC-XXII-6 entitled 'IOC Oceanographic Data Exchange Policy
