UNESCO has supportd the creation of an INFOYOUTH Public Internet Café at the main library building in downtown Kabul, Afghanistan, on the eve of the International Day for Youth (12th August 2003). The Internet Café, which has twelve Compaq Pentium 4 computers and a networked HP laserjet printer, is also equipped with a Galaxy satellite Internet system.

Capacity Building

The project, a follow-up to the Regional Workshop on School Libraries Services in Southeast Asia, organized with the joint efforts of IFLA and UNESCO in Bangkok in September 2003, examines the current state of information literacy teaching in Southeast Asian countries, and puts forward appropriate recommendations and action plans for the greater involvement of school libraries in the development of an information literate citizenry. The project comprises a preliminary workshop to establish a common platform for further investigation of information literacy, followed by national survey of the state of information literacy education and the role of school libraries in eight Southeast Asian countries, i.e. Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, and Viet Nam. The results of the survey will be shared and used as basis to formulate recommendations and action plans for the further development of information literacy in the individual countries

?Africa Animated!? is a UNESCO initiative that assembles resources and expertise for the production of children?s animated cartoons in Africa children?s programmes in Africa and in particular computer-animated cartoons are mostly imported from abroad, despite efforts by regional broadcasters and the audiovisual community in Africa to address the lack of local content production.

Preserving indigenous peoples? cultural resources by fostering access to ICT, thus contributing to narrowing the digital divide is the aim of a project entitled "ICTs for Intercultural Dialogue: Developing communication capacities of indigenous peoples (ICT4ID)", which UNESCO has recently launched as the direct result of the International Forum on Local Cultural Expression and Communication held in Santo Domingo, Dominican Republic on 3-6 November 2003.

Asia and Pacific: Timor-Leste
|

Thousands of computers in libraries, schools and universities in Portuguese-speaking Africa (Angola, Cape Verde, Guinea-Bissau, Mozambique and Sao Tome and Principe) and Timor-Leste will have access to some 20,000 titles of Portuguese-language books and periodicals from all over the world, as well as periodicals in English and Spanish, published by more than 150 publishers, including UNESCO, according to an agreement concluded by the Brazilian government and the Ebrary / E-libro web portal.

The project includes the creation of a Multipurpose Resource Centre for Communities to regularly provide information about government services e.g. maternal health services, local elections and public seminars, which would be accessible to all community radio stations through the Community Radio Association based in the capital town, and subsequently to all communities concerned in various part of the country. Particular attention will be given to information services aimed at empowering women and young people in the communities (who are also key volunteers within the sector itself.). It also provides the infrastructure to archiving recorded material on local culture and educational materials e as well as Internet facilities and editing and production facilities

The "UNESCO Charter on the Preservation of the Digital Heritage" that was adopted by UNESCO's General Conference at its 32nd session (30 September ? 17 October 2003), provides a policy framework to take up the challnge that more and more of the world's cultural and educational resources are being produced, distributed and accessed in digital form rather than on paper. Born-digital heritage available on-line, including electronic journals, World Wide Web pages or on-line databases, is now part of the world?s cultural heritage. However, digital information is subject to technical obsolescence and physical decay.

The UNESCO "Policy Guidelines for the Development and Promotion of Governmental Public Domain Information" have been prepared following an extensive review by concerned coordinating bodies in Member States and by a panel of experts.
This publication was prepared in response to 29 C/Resolution 28 of the UNESCO General Conference and closely corresponds to measures foreseen in UNESCO's "Recommendation concerning the Promotion and Use of Multilingualism and Universal Access to Cyberspace" and the Plan of Action of the World Summit on the Information Society.

UNESCO's international initiative for Community Multimedia Centres (CMCs) promotes community empowerment and addresses the digital divide by combining community broadcasting with the Internet and related technologies.
The CMC programme offers a global strategy for addressing the digital divide in the poorest communities of the developing world and also among countries in transition. The CMC opens a gateway to active membership of the global knowledge society by making information and communication the basic tools of the poor in improving their own lives.

The Statement stresses that Internet governance mechanisms should be based on the principle of ?openness?, encompassing interoperability, freedom of expression and measures to resist any attempt to censor content.

The study entitled "Measuring and Monitoring the Information and Knowledge Societies: a Statistical Challenge" was written as one of UNESCO's inputs to the first phase of the World Summit on the Information Society (WSIS) in 2003. Its focus is on measurement issues with regard to Information and Communication Technologies (ICTs) and gives an overview of the data that exists as well as where the gaps lie. Issues relating to data quality are also addressed.

IDAMS (Internationally Developed Data Analysis and Management Software) is a software package for the validation, manipulation and statistical analysis of data, developed by the UNESCO Secretariat in co-operation with experts from various countries. It is a powerful information-processing tool for statistical analysis, data mining, creating and summarizing underlying knowledge in huge volume of raw information. The full software package for Windows is available upon request free-of-charge in English, French, and Spanish either on Internet for downloading or on a UNESCO Information Processing Tools CD-ROM.
