UNESCO is facilitating many communication and information initiatives in South Asia and other parts of the world. In South Asia, specific initiatives that all share a common focus on the application of ICTs for development, particularly poverty eradication, have been developed as part of a research network under the banner Putting ICTs in the Hands of the Poor.

As part of its "Bridging the Digital Divide" project, the UNESCO Office in Beirut in cooperation with the Safadi Foundation recently distributed more than 130 refurbished personal computers to 21 schools in the Northern Lebanon. Each school received 8 to 12 computers depending on the number of students and teachers were trained in how to use the new equipment.

A two-day UNESCO training course on establishing and strengthening information centres in school libraries in oblasts in the Southern part of Kazakhstan was organized in Almaty from 22to 23 April 2004.. Some 25 librarians participated in the event that aims at enhancing existing library networks and expanding them to rural areas in order to increase the number of libraries as information access points .
The agenda included presentations, for example on the potential of rural school information networks in the Information Society and virtual libraries, and hands-on exercises, for example on the automation of library processes, and the creation of inventories and booklists from e-catalogues.

The UNESCO/IOC African OceanPortal provides access to information and data on all aspects of ocean/coastal research and management for the benefit of various communities such as decision makers, the private sector, the research and education community and the general public.

The Avicenna project, implemented by UNESCO in cooperation with the European Commission, is dedicated to accelerating the adoption and best use of ICT-assisted Open Distance Learning (ODL) in 11 Mediterranean non-EU Member States (MNMS). Demand for ODL in the target Universities and societies already exists. The project aims at establishing adequate local infrastructures and to transfer best practice and professional know-how within target universities.

The objective of the project "Building and Enhancing Infomation Networks between Local Communities" is to facilitate and document innovative models for local information networking; to combine the social and technological dimensions, in ways that facilitate practical use of information by poor women and youth for education, enterprise and income generation.
Based on ongoing research into specific local information environments, configurations and processes for operationalising local information networks will be developed. Networks will simultaneously identify needs,facilitate documentation and knowledge transfer, and especially access to information by poor and marginalised groups, particularly women and youth, notably in conflict and post-conflict areas.

Computer skills training courses for Philippine workers are being organized in Beirut (Lebanon) as a result of an innovative arrangement between UNESCO Beirut and the Philippine Embassy in Lebanon. The computer course is part of a training programme organized by the Philippine Embassy in Lebanon. Other courses include baking, cooking, hair technology and sewing. The programme started two years ago and aims at providing non-skilled Filipino workers with a broad base of skills needed in the Philippines. The courses include training on the use the Internet, basic software programmes and email.

The Container Project , launched in 2003 is one of the few community computer access points in Jamaica. Soon expected to be mobile with a view to serving youth in marginalised communities all over this island-country, it is equipped with computers, internet connection and a young talented staff. UNESCO has been associated with this activity since 2000 and envisages further assistance within the framework of its programmes to create lifelong learning opportunities through community media and to support the development of community multimedia centres. Other partners of the project include local organizations, such as HEART/ NTA, Jamaica which certifies individuals in multimedia technology and facilitates the dissemination of information dealing with HIV/AIDS prevention, environment and sustainable development.

The project, a follow-up to the Regional Workshop on School Libraries Services in Southeast Asia, organized with the joint efforts of IFLA and UNESCO in Bangkok in September 2003, examines the current state of information literacy teaching in Southeast Asian countries, and puts forward appropriate recommendations and action plans for the greater involvement of school libraries in the development of an information literate citizenry. The project comprises a preliminary workshop to establish a common platform for further investigation of information literacy, followed by national survey of the state of information literacy education and the role of school libraries in eight Southeast Asian countries, i.e. Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, and Viet Nam. The results of the survey will be shared and used as basis to formulate recommendations and action plans for the further development of information literacy in the individual countries

The Connecting Communities project seeks to reinforce and develop ICT capacity building in selected Pacific Island countries. This will assist the deployment of ICT infrastructure and in doing so promote ICT literacy, thereby achieving the key object which is to focus on connecting families living in Pacific Island countries with those living in New Zealand and in other countries.

The ?E-government toolkit for developing countries?published by UNESCO and India?s National Informatics Centre (NIC) aims to help policy makers and senior executives in developing countries on how and when to start successfully e-government projects . The toolkit, that is available on CD-ROM, aims to demystify the concepts behind e-government and strengthen the understanding of all those involved in the planning and execution of e-government projects. It offers an action framework involving all stakeholders in developing countries including parliamentarians, government executives, institutions as well as non governmental organizations and guide them through various phases in their e-government initiatives. In addition to a conceptual overview, the toolkit includes chapters on e-readiness , the preparation of an e-government action plan, advice on how to build human capacity, develop infrastructure and build partnerships and discusses the issue of legislation and regulatory frameworks. Recommendations on the creation of a national portal a single entry point for e-government elements are also included. Finally the toolkit includes guidance on how to develop performance indicators for e-government plan and to assess the usability of government portals / websites.

The UNESCO project ?Educational Radio and TV Centre in Kabul (Afghanistan)? consist in completely upgrading and rehabilitating distance education services in Afghanistan. Apart from renovating the building, UNESCO with $2.5 million funding from Italy has equipped the ERTV Centre with furniture, internet access and 40 computers linked through a Local Area Network (LAN). Some digital television equipment has also been provided, with complete radio and television studios. Under the project, UNESCO has provided three months of intensive training in fields such as TV and radio techniques, use of digital equipment, programme production, English language proficiency and computer literacy. In the next phase of the project, ten ERTV staff members will receive advanced training at the Asia-Pacific Institute for Broadcasting Development (AIBD).

The high illiteracy, high incidence of poverty and large number of out-of school youth remain a key challenge for education and poverty reduction in Cambodia. This project is based on the premise that the innovative and appropriate use of ICT can help reach those excluded from learning and improve the quality of learning and quality of life for all. Through ICT, disparities in educational access and quality can be reduced, and education systems can enhance the knowledge and skills of their learners and promote creativity, critical thinking, and self-learning, thus facilitating the achievement of the national Education for All goals.

Building on UNESCO?s Free Software Portal, the main goal of the project ?Free open source software for information processing and education? is to promote and encourage use of free open source software in the Organization?s fields of competence and to contribute to their development and distribution as ?global public goods? serving UNESCO?s Member States. A web-based collaborative working environment will catalyse and coordinate the production and dissemination free-of-charge of selected UNESCO open source tools for processing information, communicating knowledge and facilitating education. The whole development is based on the ?Open Source Software/Free Software? (OSSFS) development model, thus encouraging international solidarity, collaboration and voluntary community work among institutions, programmers and computer users.

UNESCO?s Asia-Pacific Programme of Education for All (APPEAL) has supported member states in systematizing the non-formal education curriculum, training personnel and developing learning materials. Since the late 1990s, APPEAL has also has been promoting the concept of Community Learning Centres for generating grassroots based interest and participation in literacy, basic education and continuing education activities for disadvantaged people.
To respond more effectively to the diverse learning needs among and within member states, this project will take advantage of the power of ICT to contribute to promote EFA and encourage the application of alternative strategies to APPEAL activities. Using the potential of ICT, the project will also explore more effective use and delivery of existing resources and develop new resources to widen access to and improve the relevance and quality of learning.

UNESCO and the Club of Rome are co-organizing a three-day ?World Conference on Harnessing the Potential of ICT for Capacity Building? from 11 to 13 May at UNESCO Headquarters in Paris, France. The event is one of UNESCO?s thematic meetings in preparation for the second meeting of the World Summit on the Information Society (Tunis, Tunisia, 16-18 November 2005).

The project ?ICT for reducing poverty of indigenous people in the Caribbean? addresses poverty in isolated indigenous communities using integrated community media and the creation of multimedia products as the focus for a sustainable human development strategy. The purpose is to reduce isolation of the indigenous communities by providing access to ICT training and infrastructure, and enabling the development of local content in integrated community media. The programme will be implemented in Belize, Dominica, St. Vincent and the Grenadines and Suriname. Focus is on the specific situations of the indigenous peoples on the Caribbean region. A collaborative partnership has been established for implementation of the programme in Belize with the Belize Indigenous Training Institute as well as the Mayan Leaders Alliance, the Tumul Kin Centre of Learning in Blue Creek and the Hamalali Garinagu Radio in Dangriga.

The "ICT Portal for Teachers" provides a gateway to Internet resources and websites to help teachers utilize ICT to enhance their teaching. The portal is part of an Asia-Pacific Programme on ICT in Education run by UNESCO's Asia and the Pacific Bureau of Education and sponsored by the Japanese Government through Japanese Funds-in-Trust. The programme?s focus is on how to use ICT to reduce disparities in both educational access and quality and, ultimately, bridge the digital divide. UNESCO envisions that the ICT programme will result in an educational environment involving enriched curricula, resource sharing, quality multimedia material, and a cadre of teachers who are competent in facilitating better learning with ICT.

The main objectives of the project ?Improving Management and Delivery of Technical and Vocational Education (TVE) through the Application of ICTs? are to supply and equip departments or commissions of TVE, vocational education and training institutions, curriculum development centres with suitable computer equipment, Internet, multi-media software; to provide training in their use to directors, principals, curriculum developers, vocational teacher trainers; and to expand access to teaching and learning materials and to enrich delivery of TVE.

UNESCO?s action to provide people with the skills and abilities for critical reception, assessment and use of information in their professional and personal lives. UNESCO?s main strategy in the area of Information Literacy consists of awareness-raising about the importance of information literacy at all levels of the education process ? basic education, primary and secondary education, technical and vocational training and lifelong education ? and of establishing guidelines for integrating information literacy issues in curricula.

"Integrating ICTs into Education: Lessons Learned" seeks to present the cream of countries efforts to integrate ICTs into their education systems. This practical guide synthesizes and analyzes experiences in connection with specific lessons learned and highlights best practices and the need for further improvements, based on the experiences of six Asian countries, namely, Indonesia, Malaysia, Philippines, Singapore, The Republic of Korea and Thailand.
