Preserving indigenous peoples? cultural resources by fostering access to ICT, thus contributing to narrowing the digital divide is the aim of a project entitled "ICTs for Intercultural Dialogue: Developing communication capacities of indigenous peoples (ICT4ID)", which UNESCO has recently launched as the direct result of the International Forum on Local Cultural Expression and Communication held in Santo Domingo, Dominican Republic on 3-6 November 2003.

The project "Harnessing ICTs for the audiovisual industry and public service broadcasting in developing countries" aims to advise developing countries in Africa, Asia and Latin America in the potentials of ICT-enhanced broadcasting, both in their audiovisual industry and public service broadcasting. Member States are supported in their international commitments and national policies in the audiovisual field and ICTs, by analysing current trends in broadcasting and formulating recommendations to the various partners involved. A second component of the project contributes to bridging the knowledge gap between developed and developing countries by providing capacity-building in broadcasting and audiovisual policy and encouraging pilot innovative solutions. The third component concerns content development on major societal and development issues.

The project ?ICTs as tools to improve local governance in Africa, Latin America and the Caribbean? aims to use ICTs as tools for the reinforcement of social cohesion and local democracy in municipalities in Africa, Latin America and the Caribbean region. Building on the successful experiences of the first project phase its main objectives are to provide best practices for introducing ICTs in municipal policies, to prepare training modules promoting the use of ICT tools for improving local governance and to enhance cooperation within and between NGOs of city professionals on the introduction of ICTs .

The online course on local e-governance in the Caribbean, that are being sponsored by UNESCO, the University of the West Indies Distance Education Centre (UWIDEC) and the Institute of International Relations, St. Augustine, Trinidad (IIR) are designed to improve the knowledge, skills and capabilities of people in governmental and non-governmental agencies and organizations in the Caribbean in the use of ICT in governance and government. The course is based on a similar one originally written and successfully delivered for UNESCO by the Universitat Oberta de Catalunya (UOC) in Spain. The course on local e-governance in the Caribbean does not assume any formal tertiary or higher education qualification, but it does assume that participants will have relevant post-secondary experience and training. The pilot version of the course runs for ten (10) weeks from September 19 to November 25, 2005. Full scholarships are available for this first offering, but it is anticipated that there will be considerable competition for places.

The International Oceanographic Commission (IOC), in collaboration with 17 Member States in the Caribbean and South America, is developing an Ocean Data and Information Network for the Caribbean and South America. ODINCARSA aims at addressing data and information requirements identified by the member states, in particular: (i) Provide assistance with the development of National Oceanographic Data (and Information) Centres (NODCs) and establish their networking in the Caribbean and South America; (ii) Provide training opportunities in marine data & information management applying standard formats and methodologies as defined by IODE; (iii) Assist with the development and maintenance of national and regional metadata, information and data holding databases; (iv) Assist with the development and dissemination of marine data and information products responding to the needs of a wide variety of user groups using national and regional networks. ODINCARSA products and services target a wide range of users including policy makers, resource managers, researchers, educational institutions, NGOs and private companies.

ECNETNEWS, a project of UNESCO?s International Programme for the Development of Communication (IPDC), is a website linking Eastern Caribbean island newspapers into an on-line, up-to-the-minute forum for accurate exchange of news and debates on issues of primary concern to development and the region. ECNETNEWS is intended to complement the existing weekly publication of newspapers in the Eastern Caribbean and reduce the gap in public information and awareness on Caribbean integration and development issues for regional users, the Caribbean Diaspora and the world at large.
