The Digital Silk Roads Initiative Framework is an international collaborative framework functioning in interdisciplinary domains of activities with a far-reaching mandate to promote effective digital storage, restoration and exchanges of cultural heritage residing in the Silk Roads region that aims to enhance international cooperation in building Digital Silk Roads, underlining the deep interaction among cultures and civilizations which took place throughout history, thus highlighting cultural diversity in the region concerned

Preserving indigenous peoples? cultural resources by fostering access to ICT, thus contributing to narrowing the digital divide is the aim of a project entitled "ICTs for Intercultural Dialogue: Developing communication capacities of indigenous peoples (ICT4ID)", which UNESCO has recently launched as the direct result of the International Forum on Local Cultural Expression and Communication held in Santo Domingo, Dominican Republic on 3-6 November 2003.

UNESCO is facilitating many communication and information initiatives in South Asia and other parts of the world. In South Asia, specific initiatives that all share a common focus on the application of ICTs for development, particularly poverty eradication, have been developed as part of a research network under the banner Putting ICTs in the Hands of the Poor.

The objective of the project "Building and Enhancing Infomation Networks between Local Communities" is to facilitate and document innovative models for local information networking; to combine the social and technological dimensions, in ways that facilitate practical use of information by poor women and youth for education, enterprise and income generation.
Based on ongoing research into specific local information environments, configurations and processes for operationalising local information networks will be developed. Networks will simultaneously identify needs,facilitate documentation and knowledge transfer, and especially access to information by poor and marginalised groups, particularly women and youth, notably in conflict and post-conflict areas.

The project, a follow-up to the Regional Workshop on School Libraries Services in Southeast Asia, organized with the joint efforts of IFLA and UNESCO in Bangkok in September 2003, examines the current state of information literacy teaching in Southeast Asian countries, and puts forward appropriate recommendations and action plans for the greater involvement of school libraries in the development of an information literate citizenry. The project comprises a preliminary workshop to establish a common platform for further investigation of information literacy, followed by national survey of the state of information literacy education and the role of school libraries in eight Southeast Asian countries, i.e. Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, and Viet Nam. The results of the survey will be shared and used as basis to formulate recommendations and action plans for the further development of information literacy in the individual countries

For many libraries and archives all over the world, ICT are already having impact. In the Pacific, the situation is still unclear. There is the view that it is now only a matter of time before many Pacific libraries and archives move into the digital age. This study, commissioned by UNESCO as part of the Pacific Pathway project, seeks to establish a clearer Pacific situation. The primary focus of the Pacific Pathway project is the promotion of digital access to Pacific culture represented in the documentary holdings of libraries and archives, or the wider access to information by the community in the public domain.

The Connecting Communities project seeks to reinforce and develop ICT capacity building in selected Pacific Island countries. This will assist the deployment of ICT infrastructure and in doing so promote ICT literacy, thereby achieving the key object which is to focus on connecting families living in Pacific Island countries with those living in New Zealand and in other countries.

The project "Harnessing ICTs for the audiovisual industry and public service broadcasting in developing countries" aims to advise developing countries in Africa, Asia and Latin America in the potentials of ICT-enhanced broadcasting, both in their audiovisual industry and public service broadcasting. Member States are supported in their international commitments and national policies in the audiovisual field and ICTs, by analysing current trends in broadcasting and formulating recommendations to the various partners involved. A second component of the project contributes to bridging the knowledge gap between developed and developing countries by providing capacity-building in broadcasting and audiovisual policy and encouraging pilot innovative solutions. The third component concerns content development on major societal and development issues.

UNESCO?s Asia-Pacific Programme of Education for All (APPEAL) has supported member states in systematizing the non-formal education curriculum, training personnel and developing learning materials. Since the late 1990s, APPEAL has also has been promoting the concept of Community Learning Centres for generating grassroots based interest and participation in literacy, basic education and continuing education activities for disadvantaged people.
To respond more effectively to the diverse learning needs among and within member states, this project will take advantage of the power of ICT to contribute to promote EFA and encourage the application of alternative strategies to APPEAL activities. Using the potential of ICT, the project will also explore more effective use and delivery of existing resources and develop new resources to widen access to and improve the relevance and quality of learning.

The main objectives of the project ?Improving Management and Delivery of Technical and Vocational Education (TVE) through the Application of ICTs? are to supply and equip departments or commissions of TVE, vocational education and training institutions, curriculum development centres with suitable computer equipment, Internet, multi-media software; to provide training in their use to directors, principals, curriculum developers, vocational teacher trainers; and to expand access to teaching and learning materials and to enrich delivery of TVE.

Preliminary comparative analysis of Asia and the Pacific shows great disparities within and between countries in their degree of ICT integration in the field of education. A multitude of international and national players try to correct these disparities and meet existing needs. Players include the public and private sector, education communities, NGOs and ICT professionals. In order to make evidence-based programme decisions it is important to know to what extent countries in the region have established connectivity and access to ICT in education, formulated and implemented policies on ICT use in education and roadmaps for the future development and management of ICT, undertaken professional development programmes to train teachers and other education personnel in the use of ICT; and developed ICT-based educational software and educational material.

The Next Generation of Teachers (NET) project is aimed at preparing teachers to judiciously use technologies for teaching and learning in teacher education institutions in the Asia-Pacific region. NET, that is being developed by the UNESCO Office in Bangkok, will link to and build on the achievements made and networks created in the conceptual phase and in other projects. The intention is to make this a ?growing partnership? which includes all key organizations that are active in the field of professional development of teachers and that are concerned with ICT integration in teacher training. In particular, NET aims at assessing and meeting the needs of the teacher education institutions (TEIs) in terms of technology integration; creating a network of TEIs; receiving, adapting and/or developing the materials needed: an assessment tool, curriculum framework, start-up kit, and training modules meeting the diverse needs of future teachers in the ASP region; and documenting and consolidating lessons learned to be used as feedback for policymaking and recommendations for institutional change in TEIs.

The International Oceanographic Commission (IOC), in collaboration with 9 Member States in the Central Indian Ocean region, is developing an Ocean Data and Information Network for the Central Indian Ocean region. ODINCINDIO aims at addressing data and information requirements identified by the member states, in particular: (i) Provide assistance with the development of National Oceanographic Data (and Information) Centres (NODCs) and establish their networking in the Central Indian Ocean region; (ii) Provide training opportunities in marine data & information management applying standard formats and methodologies as defined by IODE; (iii) Assist with the development and maintenance of national and regional metadata, information and data holding databases; (iv) Assist with the development and dissemination of marine data and information products responding to the needs of a wide variety of user groups using national and regional networks. ODINCINDIO products and services target a wide range of users including policy makers, resource managers, researchers, educational institutions, NGOs and private companies

The purpose of the online training course on ?News-reading and Commercial Production for Radio? developed by the Asia-Pacific Broadcasting Union and the Asia-Pacific Institute for Broadcasting Development with support by UNESCO is to develop the critical faculties of radio broadcasters to develop a personal understanding of the judgments needed in the practice of the art, craft, and science of effective communication.

As ICTs become increasingly widespread, schools and other learning settings as well as education systems as a whole need to develop performance indicators to monitor the use and outcomes of the technologies and to demonstrate accountability to funding sources and the public. These indicators are needed specifically to monitor the types of ICT resources available and their accessibility, the extent and nature of professional development efforts, changes in teaching/learning practices, and improvement in what is learned by students.
An initial assessment of the indicators already developed by others shows their largely quantitative nature. While data that can be collected from these indicators can provide an overall view of infrastructure support and ICT penetration, this component should strive to examine more closely indicators that will show how ICTs have been used not only as a basic operational tool but also as a communications tool which promotes the development of creativity, interactivity, collaborative learning, critical thinking and problem-solving.

This project aims at to contribute to bridging the digital divide and promoting digital inclusion by creating, collecting, analysing, and providing quick access to knowledge and information to support policy formulation, management and monitoring, teaching and learning, community outreach, networking, and programme implementation through Web-based clearing house services. The end result is to create knowledge portals that will promote free and equitable access to information and learning resources.

Laid out in four substantive guidebooks, this kit is targeted especially towards policy- and decision-makers, school managers, practitioners, teachers and principals. Guidebook One provides a general overview and discusses how ICTs have been understood to improve the value and quality of education. Guidebook Two looks at planning a schoolnet programme, in terms of infrastructure, professional development, online content, curriculum integration etc, as well as ways in which to integrate change management, the sustainability of schoolnet activities and how can we better institutionalise programmes. Guidebook Three is more hands-on and practical. It is targeted towards the people actually running the projects ? looking at the educational and social value of online communities, technological components, the different ways in which technologies can be adapted and so on. Guidebook Four is a practitioners? guide, setting out the typical processes which they may follow.

The project "Training and Professional Development of Teachers and other Facilitators for Effective Use of ICTs in Improving Teaching and Learning", run by the UNESCO-Asia-Pacific Programme of Educational Innovation for Development (APEID), aims at improving the capabilities of teachers/facilitators, through both pre-service education and in-service training, to integrate/infuse ICTs as pedagogical tools and educational resources and to facilitate interactive learning; identifying, creating and disseminating country/locally-specific ICT pedagogies and models of ICT use in different learning environments and teacher-developed e-lesson plans and educational software;and developing and putting into operation a regional on-line teacher resource base and off-line network of teacher training institutions to share teacher-developed education courseware and innovative practices.
