This paper published in the USC(University of Southern California) Journal of Computer-Mediated communication is a comparative analysis of Web usage and access across racial/ethnic groups in the United States, mainly between whites and African-Americans. This work is intended to stimulate discussion among scholars and policy makers interested in how differences in Internet access and use among different segments in our society affects their ability to participate in the emerging digital economy.
